My opinion is that it was setup.
There would be lawsuits anywhere in the civilized world; the people who set this up would be liable for damaged cellphones, ruined papers, medications, etc. Perhaps someone might have medical devices or a medical condition. I do not think they could have gotten permission from the city, locale, zoning or whatever to do this and it would have cost too much money to replace all those cell phones and such…. but thats just my opinion : ).
